The State Forestlands Program Manager will lead Washington Environmental Council’s (WEC’s) state lands work in partnership with the Forest Program Director, State Forest Policy Advisor, and other staff. WEC’s goal is to promote forestry for environmental, social, and economic benefit on the 2.1 million acres of state forestlands managed by the Department of Natural Resources (DNR). This role will also serve as the Forest Program lead in convening WEC’s annual Carbon Friendly Forestry Conference— a well-recognized annual conference on west coast forest management which shapes forest policy in the state.
This critical position on our Forest Team will promote modernization of state forestland management to respond to the present-day needs of Washingtonians: climate change mitigation and adaptation, habitat for threatened and endangered species, ecosystem services, support for rural communities, and ecologically harvested wood products. In July, the State Supreme Court issued a landmark decision on a lawsuit brought forward by WEC and partners, confirming that DNR has discretion to balance revenue generation from timber harvest with non-monetary benefits. This decision provides a significant opportunity to shape management of our public lands.
The position is supervised by WEC’s Forest Program Director. Position location is flexible, and may be based either out of WEC’s office in Seattle, WA, or remotely from another location in Washington State. If located outside of a transit system that serves Seattle, travel will be required to attend occasional in-person office meetings at the discretion of the Forest Program Director. Travel to meetings within Washington State will be required intermittently, using a personal vehicle with reimbursement based on mileage (~5% of time).

Combined, we have a staff of nearly 40 and are based in a LEED-certified building in downtown Seattle with a view of Elliott Bay. Given the current pandemic we are working remotely and foresee returning to the office in hybrid remote mode. Our teams have access to a variety of online tools and systems that support working remotely. Our expectation is that we will return to some schedule of safely working together in our downtown office.

State Forests Program Coordination (65% of time): Work at a state level across Washington to develop and implement strategy to promote management of state lands for ecological and social value. Includes building diverse partnerships, engaging in advocacy and analysis, interfacing with state agency staff, developing communications materials, and shaping policy.
- Articulate and implement a compelling vision and strategy for sustainable management of state forestlands.
- Engage with the State Lands Coalition and other partners to shape and promote sustainable management of state forestlands.
- Communicate WEC’s vision and relevant analysis to the public, partners, and DNR.
- Implement specific campaigns to support the state forestlands vision, e.g., related to the Sustainable Harvest Calculation, Policy for Sustainable Forests, Trust Land Transfer, and legislation.
- Educate and collaborate with WEC members, activists, and interested community members.
- Build relationships with DNR staff and Board of Natural Resources (BNR) members.
- Advance WEC/WCV’s racial and economic justice goals by integrating environmental justice into the Forest Program’s work on state forestlands.
- Develop relationships with decision-makers and stakeholders in local communities to identify areas of alignment and opportunities for local engagement.
- Contribute to WEC/WCV’s annual State of our Forests and Public Lands report, on the Commissioner of Public Lands’ performance.
- Coordinate with the State Forest Policy Advisor on campaigns related to state forestlands.
Carbon Friendly Forestry Conference Coordination (20% of time): Manage the annual Carbon Friendly Forestry Conference, which brings together policy makers, business leaders, forest carbon experts, non-profits, industry, and community members to discuss opportunities for west coast forests to mitigate and adapt to climate change. Leverage systems, tools, and guidance from past years’ conferences.
- Serve as the manager for the Carbon Friendly Forestry Conference.
- Develop an agenda focused on priority topics related to forests and climate.
- Center diversity and environmental justice in the Carbon Conference, including in selection of speakers and topics.
- Reach out to potential speakers and coordinate on presentation content and logistics.
- Collaborate with Development team staff on planning, logistics, and day-of orchestration, including coordination with venue or platform, sponsor recruitment, budget management, development of registration and outreach materials, recruitment of conference attendees, and tracking participants in Salesforce.
- Collaborate with the Communications team on communications materials before and after the conference.
- Supervise an intern to support on above activities, and lead recruitment of the intern.
- Gather feedback and evaluate conference success, and identify opportunities for future improvement.
Coordinate with staff across WEC and WCV to strengthen and communicate forest team work (15%)
- Coordinate with WEC’s two other policy programs—Climate and Puget Sound—to identify synergies and opportunities between programs, and offer expertise in support of campaigns.
- Coordinate with WEC’s Government Affairs programs and WCV’s Political program to identify synergies and opportunities between programs, and offer expertise in support of campaigns.
- Work with WEC’s Communications team to communicate the Forest Program’s work in an effective and compelling way, including by crafting messaging and talking points for internal and external communications, and developing communications pieces.
- Work with WEC’s Development team to support on grant reports and proposals, donor engagement, events, and other fundraising efforts.
- Commit to WEC’s racial equity plan, participating on a racial equity committee and incorporating the racial equity goals into other duties and responsibilities.
- Help foster a positive an inclusive work environment and actively participate in trainings and mentorship opportunities.
- Demonstrated commitment to environmental protection and principles of racial, social, and economic justice.
- Bachelor’s degree in forestry, environmental sciences, natural resources, public administration, or a related field and at least 3 -5 years related experience (a degree may be substituted with 3-5 additional years of related experience).
- Expertise in forestry, including forest management, forest certification, forest conservation, habitat protection, and ecosystem services.
- Basic knowledge of issues related to carbon sequestration, carbon offsets, and climate change adaptation and resilience.
- Professional experience with natural resource policy, including policy analysis and development.
- Demonstrated ability to develop relationships and work collaboratively with a range of stakeholders, including local and state, government, grassroots organizations, conservation NGOs, and tribal nations.
- Proven leadership of a campaign or complex project, including work plan, strategy development and communication.
- Strong writing, verbal, and analytical skills; ability to synthesize and formulate a perspective on complex policy documents.
- Experience facilitating stakeholder meetings.
- Good at navigating complex working environments and building relationships with integrity.
- Strong interpersonal skills and ability to negotiate between differing perspectives.
- Familiarity with legal and policy framework in Washington State for forestry and public lands.
- Familiarity with state and/or federal policy for environmental impact assessment and endangered species protection.
- Experience with the legislative process.
- Experiencing engaging with local government, including knowledge of local economic development, revenue, and taxes.
- Experience using project management tools such as Asana.
- Flexible, creative, and able to work in a changing and unpredictable non-profit environment.
- Ability to work effectively both independently and with a team.
- Strong commitment to the mission and vision of Washington Environmental Council and Washington Conservation Voters.
Compensation and Benefits
This is a full time, exempt position with a salary range of $59,000-$64,500 depending on experience. This job requires frequent sitting. Must be able to conduct business in English, though fluency in other languages is welcomed.
