Idaho Conservation League (ICL) is seeking a thoughtful and motivated individual with a broad background in human resource management to build out an HR program for the organization. Specific areas of responsibility include human resource functions including but not limited to:

  • Employee acquisition and management
  • Total rewards and recognition
  • Leaves of absence
  • Employee relations
  • Learning and development
  •  Occupational health and safety

This position will be based in Boise, Idaho, but may work a hybrid schedule.

  • Classification:           Part- or full-time, exempt, to start ASAP
  • Supervisor:                Director of Finance & Administration (DFA)

Opportunity for Impact: Founded in 1973, ICL is the state’s oldest and largest statewide advocacy organization, with more than 20,000 members and advocates from across Idaho and the region. ICL is growing, presently employing 30 individuals, with offices in Boise, McCall, Ketchum, and Sandpoint Idaho, and additional staff in Seattle, WA. You will be a critical member of the administrative office, ensuring ICL provides and follows best practices for employment in support the work of a passionate, dedicated staff working to tackle climate change and protect air and water quality, protect public lands, restore Idaho’s rivers, and protect our native fish and wildlife, for all who live in Idaho. The work you do will directly support ICL’s programs, enabling staff to continue our policy and grassroots advocacy work in the tradition of ICL, seeking to build a conservation community in Idaho, and achieve pragmatic, enduring solutions.

About the Position: The Part-time Human Resource Associate will manage the routine functions of HR department, including interviewing and hiring staff, administering pay, benefits, and leave, managing employee relations, training and development, and regularly updating company policies and practices. Those interested in a more than half-time role should review the items listed below under Other Duties, note what additional duties they would perform to complement the listed half-time HR functions and how they are suited to add that additional capacity.

Key Responsibilities:

  • Manage the process for bringing on new employees, collaborating with hiring managers and managing recruitment, interviewing, and hiring of qualified job applicants
  • Create and maintain:
    •  structured on-boarding process, including new hire orientation and training guides
    • consistent exit process for employees leaving employment
    • employee rewards and recognition program
  • Support employee performance review process, assisting managers with ongoing feedback, performance reviews and evaluations
  • Support process for employee performance improvement, including participating in employee relations meetings, conducting investigations, assisting with separations
  • Manage employment-related inquiries from applicants, employees, supervisors, outside agencies, referring complex and/or sensitive matters to the appropriate staff
  • Review, standardize, and maintain current job descriptions for all staff

Payroll and Benefits

  • Maintain and regularly update employee handbook, including HR related procedures and policies
  • Maintain all employee files, documents, and forms
  • Ensure compensation and benefits, including leave balances, are up to date and accurate
  • Work with accounting to ensure payroll-related withholdings and deductions are accurate and up to date

Training and Employee Development

  • Design and implement learning programs and initiatives that provide internal development opportunities for employees.
  • Review and document completion of mandatory and non-mandatory training, continuing education, and work assessments, such as safety training, anti-harassment training, professional licensure, annual work plan development and performance reviews
  • Support and champion Diversity, Equity, and Inclusion (DEI) initiatives, including monitoring implementation of the DEIJ plan
  • Coordinate and support quarterly all staff meetings

Human Resource Policy

  • Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance
  • Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law
  • Analyze trends in compensation and benefits; research and propose competitive compensation programs to ensure the organization attracts and retains top talent

Other duties (for those seeking a full-time position)

  • Support board of directors with monthly meeting coordination and communications
  • Assist DFA with records management for the organization, including organizing and maintaining electronic and paper files
  • Manage organizational master calendar, including scheduling board, board committees and staff meetings, employment related dates, and more
  • Maintain additional organizational policies and procedures using Guru software system
  • Other candidate-proposed tasks

The ideal candidate will have:

  • Excellent verbal and written communication skills
  • Excellent interpersonal, negotiation, and conflict resolution skills
  • Excellent organizational skills and attention to detail
  • Strong analytical and problem-solving skills
  • Ability to prioritize tasks and to delegate them when appropriate
  • Ability to act with integrity, professionalism, and confidentiality
  • Thorough knowledge of employment-related laws and regulations
  • Proficiency with standard office software such as Microsoft Office, G-Suite or related software
  • Proficiency with or the ability to quickly learn the organization’s HRIS systems
  • Successful completion of HR coursework, degree in Human Resources, Business Administration, or related field, preferred
  • A minimum of three years of human resource management experience, preferred
  • SHRM-CP or SHRM-SCP certification, highly desired
